The primary stage of the project is the Requirements Definition followed by Initial Design, OEM Design Review, Customer Design Approval and then Design Maintenance. The last stage is necessary as the implementation of the network may deviate from the original assumptions, requiring ongoing corrections between design objectives and network build.
Obtaining the best-fit design is dependent on the depth of scoping of the requirements and cognizance of the environmental factors such as terrain, user requirements, target population density and availability of existing sites.
